If they could add and develop mobs and bosses so easily each expansion im pretty sure mounts are the same as mobs design.Pretty sure developping a mount is not the same amount of work (and not the same team) than gameplay features so... this cannot work.
As a mid ground, why not implement craftable gear / minions / mount with old raids tokens after some time? This could work. Keeping the mount exclusive for clearing a savage tier.
The game has to cater to several types of players, you can't have it all with minimal effort.


Mob designs (Eureka for instance) are already pre-existing like 99% of the time, except for the 4 bosses. Then, on one epansion over another, there are very few "brand new" mob and boss designs.
And I was talking about map design, quest writing, gameplay, balance. There's more to it than just mobs wandering on the map.
I agree that mounts wouldn't be too complicated to create, especially if they are based on pre-existing models. It's certainly something as simple as "adding too much decreases their value".
Adding more mounts won't decrease their values infact it will give raiders pugs the chance to take savage farms more serious attempts of clearing. More mounts means more fun and not just stick with the last floor mount everytime, there may be some players that can't clear all of the floors every raid tier because of w.e reasons, but If SE decides to add four mounts on every floor per tier then every type of player can either A.) Choose to get all four mounts, B.) By your definition that does diminish their value. The idea is to encouraging people to complete the whole Savage tier hence why the last floor rewards it. Putting a mount in each fight makes them rather meaningless. Not to mention, it won't accomplish what you're aiming for. The people who only want to farm mounts when they're easy aren't going to suddenly decide to try E2S because it has a mount. They'll wait until 5.5 or 6.0 and collect them all in one go. The quality of mounts will also decrease since the devs now have to split their resources between four fights. What would likely happen is four palette swap mounts not unlike EX Primals. Ultimately, this just isn't necessary. People who want to do Savage will do so without a mount incentive. Those who only care about the collectibles will wait until it's easier.
