2. Rewards are only this good because Cutscenes are unskipable. Were they skipable again, it would yield less then/about 100 tomestones and very little EXP, no longer worth it.

3. How would that keep new players safe? They can still be kicked via normal PF options if they refuse to agree to skip. They would have to remove a kick option for those two dungeons altogether, which is unlikely.

So make it an option in the duty finder. If you select "skippable cutscenes" you'll only be grouped with other people who also selected the option, and the reward will be adjusted accordingly. If skippable custscenes reward is actually worth it then new players will have 2 hour queue times, because only other new players will queue with them. Even if it's not worth it this will still increase the queue for new players by dividing up the population.

Here's what you need to understand; MSQ roulette ONLY EXISTS FOR THE BENEFIT OF NEW PLAYERS. Giving new players people to run the content with is the only reason it's a roulette and has a reward. SE isn't ever going to give people a reason to intentionally avoid running it with new players.
