
Blizzard 2 is still used as filler before Freeze. Being melee-range doesn't matter, not using it is losing damage for no reason.B2 exists before Freeze(35) just so it has a low-level equivalent; not that it has much use being a melee-range spell. Gets zero use and just clogs up the hotbar. Generally just remove Blizzard 2 at this point and leave BLM as is since they already have Fire AoE and Transpose all the way to 45 when they get their Fire III.
So lets think about that for a second, blizzard 2 is only a dps gain at 4 targets and has the prequisite that you already have to be in melee range, having to move for it is very likely more of a loss than just casting another blizz 1, but also also, thunder is for all intents and purposes a 230 potency skill (+ more from thundercloud) so you would need 5 targets for a blizz 2 that you already have to be in melee range for to beat multidotting until your mana is back, which lets be honest, isn't a very large amount of time. I'd call that pretty worthless honestly.
Savage Completion Rate ~5%+ of active players. Community: "Ugh stop catering to savage"
Ultimate Completion Rate ~1% of active players. Community: "Ugh stop catering to the hardcore raiders"
Frontline/ Rival Wings/ Hidden Gorge Mount Aquisition ~0.05-1% of active players. Community: "Ugh PVP is so dead in this game, they should stop investing in it"
Blue Mage Morbol Mount Aquisition ~0.01% of active players. Community: "WoW bLuE mAgE iS sO fUn AnD aCtIvE i CaN't WaIt FoR mOrE lImItEd JoBs"

A normal amount of enemies in those dungeons, in a placement that isn't exactly difficult for other ranged, especially dancers and later on white mages and scholars...

While I agree that Blizz 1 and Blizz 3 have different enough purposes to justify leaving them as separate skills, I would suggest having Blizz 1 changed into an instant cast, at least by the time you get Blizz 3. Perhaps as a replacement for Scathe altogether.

That doesn't disqualify the suggestion in the OP, for Blizz2 to upgrade into Freeze at the appropriate level.
