BLM Blizzard Fix

I'd maybe accept blizzard 1 as a filler (but why would you when blizz 4 exists, shouldnt have any concern about dropping ui) but blizzard 2 10000% not when freeze exists.

B2 exists before Freeze(35) just so it has a low-level equivalent; not that it has much use being a melee-range spell. Gets zero use and just clogs up the hotbar. Generally just remove Blizzard 2 at this point and leave BLM as is since they already have Fire AoE and Transpose all the way to 45 when they get their Fire III.
