Anything can be used to do that though. Heck, I could link pictures of forks to accomplish the same thing. Would that lead to a blanket ban of pictures of forks? What if I chose to link pictures of fallen meteorites instead? Where does the line get drawn?
Yes, but the forums were being overrun with it. Just like some emotes by themselves are fine, but if you're flooding Limsa or some other place with them, it turns into an issue.

In Limsa's defense here
Out of the 3 major city states, Limsa offers the most convenience. Literally 5 seconds from the aetheryte is your marketboard and retainer bell, with the rest of the shops following suite. Your first teleport option when using the main aetheryte is the aftcastle, which offers two paths: one to the GC and the other to the in, again, all within 5-10 second walking distance. Basically, all the stuff you need is clustered together so it's going to be well populated. Naturally, the more populated an area is, the more you can run into good and bad things, with those two having different meaning depending on how someone feels about it. For example, while people might find the bustle and hustle "good", others might find it "bad" cause it's too noisy. Chat is basically whatever floats your boat. Some people join in the craziness it often provides, others just straight up make use of their hide log/blacklist features.
As for "my" Limsa, I find it great, even if at times it gets...dubious or questionable but I wouldn't change it for the world.
Healing DRK is literally... the same since ShB. The reason why people think it's a meme to heal nowadays because DRK receives very little to no buff to their sustainability vs 3 other tanks getting something useful. If you're capable of healing DRK back in ShB (or any tanks), then you'll heal EW DRK just fine.
Sounds like people being people. Nothing to see here honestly. Tho to be fair there's gotta be more to the story, but the only way to find out is if the other side comes to this and explains their side. As it is odd to be put in jail for your first time offense in all time. That normally isn't the case. unless like you did something super bad, like got caught in RMT or something.

So a lot of people are saying that sending someone to gaol isn't the first thing a GM would be doing if there weren't something else...
Nah, it is. Think about it: the report here was for spamming (a disruptive behavior). If I were the GM, the very first thing I would want to do would be to remedy the immediate situation by ending the spam. Best way to do that? Take the player out of there. Quick, efficient, solves the immediate problem. And then we move on and deal with whatever infraction might have been committed. But you solve the problem first.
Now for me personally, I'd have just blacklisted you and moved on with my life, but you should know that spamming emotes or anything else that ends up in a chat box IS disruptive behavior and IS a violation of the TOS. Now... are you likely to be banned for it? No. You're likely to be scolded for it, which is what happened. Did those people NEED to report you? No, but they were within their rights to do so.
Since none of us here can see what that chat log looked like, none of us can determine with any certainty whether or not this was a justified report. But from the description, yeah I'd say you probably violated the TOS.
Why are emotes directed at another player even posted in public chat? They should appear only for the target and not everyone else.
Personally, I've never used one at another player, and pretty much use them only as required for quests, and to test new ones to see what they do.

I get why some feel info is being left out, and it possible but just as possible as nothing more to add. I have personally been put in jail for spamming emotes and abilities in a city hub. As others have pointed out it is an offence though I do feel most ignore and move on, but others do get triggered by it. OP you should be fine, been sent to gaol many times, most GM's are cool about it.

I have actually never used limsa as my main hub. I mostly use Gridania, afk there too in front of the inn most of the time.
