It would be an interesting little node to the fans if they got to select their appearance. And besides we know they can alter the models freely, so while they have bases, changing them is no issue.
I don't see how anything about them makes them special enough to let fans design what they look like. "They're original characters" applies to prettymuch everyone in the game.

I forgot this was a thing, so thanks for the reminder. But when I was looking at the other Dwarves, specifically Giott, it list them as male. This might be because of the bait and switch of the quest line, but it does show that there are exceptions. Additionally, the dig site chief and watch have the same models as Giott, so some models might just be placeholders.
I think Giott is definitely intended to be female, but using a male model so her emotes aren't an early giveaway to anyone who can recognise them. The journal starts referring to her with female pronouns as soon as her face is revealed.

On "placeholders", Anogg and Konogg have already been switched out from early placeholder appearances. I'm quite sure I remember looking them up and they had different hairstyles.
