Think of the internet. Alright, even a site government owned, google owned, or any multi-billion dollar company created can and will crash if there are enough people using it.

They can put failsafe after failsafe, instances, and make the fates once every 5 minutes. But this will absolutely never stop the "gotta go fast" playerbase who can and will demolish what they have set up.

Shadowbringers launch was structured in a way to avoid those 1000+ person queues via world visit and pacing instances out as well as trusts. And yet hundreds of people racing to the finish line could miss out on the super boss FATES because the instance reached max capacity for the 300 or so people even without crossworlders doing it at the same time. This, like those FATES, are a tiny instance in a grand whole that people have chosen to zero in on. And without crossworld now, people who miss it due to work/babies/ect have nowhere to turn to.

However, as I said before, it could happen every 5 minutes and people will still miss it.
