But does that really help those that are living on the street and have nothing to eat? Because if you have a zone that have like maybe two to three shops and the rest is housing then I doubt that this would give many people work. And the money will then go to the already established shops. Of course they could in turn take in more employees but that still does not change the home situation for most.

So having a zone with new houses for the poor people (maybe with a few families in one house) and a place to eat and then get a few shops there to get more people to work and improve the economy is imo a much better way. And if a lot of adventurers are helping they might find a new part of the land and give them houses there. (Or maybe in story there is so much material still left and thus the adventurers built their houses next to that zone themselves)
