And the point was that I believe the best way to help new people to play through those dungeons for the first (and maybe only - if turned into a solo instances) time would be to add AI. Until that happens the best way is to make very sure that they can watch their cutscenes in peace by making them unskipable under any circumstances. The current payout is this high to encourage people to "help" new people. The main purpose of this roulette and especially the high reward isnt that someone gets some easy exp, its that someone new can get their clear. I believe AI would be the better solution here, but until we get that unskipable cutscenes are the next best bet.
We need a skip cutscenes vote button or something. Majority or the new player don't care for cut scenes. Don’t see a point of forcing people to watch something they don’t care to see.

The majority we hear from since the cutscenes were forced are those who don't care about it, because the unhappy people are the ones that complain, but I doubt we've got the data to say "the majority of new players" don't care.

Anecdotally I think there have been far less "new player unhappy with watching cutscenes" posts than we used to get from frustrated players whose experience had been ruined by the rest of the party rushing through the dungeon and forcing them to either skip cutscenes or be left in the dust.

In any case, the creators of this story-heavy game (that, MMO or not, is part of a series of story-heavy games) have decided to cater towards those that do care about the story they're telling.

And no, a vote button wouldn't work - even if it was technically possible, which I don't think it is. The unskippableness seems to be hard-coded into the cutscenes and the version in the cutscene viewer is also locked down.

NO, no it wouldn't. I agree it puts too much pressure on new players and that's not fair and I would never want anew player to have their moment ruined. When i first played I loved seeing it all unfold And everyone has the right to do that. That's why is I said that the best way would be if the same system that detects new players to a dungeon and grants bonus reward should be used to detect new players to the MSQ and lock the Cut scenes only when they are detected. And if someone leaves, big deal they will get a time penalty for being a jerk and leaving and the rest of the group will continue on I'm sure. And there will always be someone in Que to take that persons place. Its a simple and fair solution so as to not punish groups of seasoned players with locked runs while new players still have no pressure to vote to skip. I don't see what's complicated about that. And if, as someone suggested, people want to try and abuse the system and try to make prearranged groups then full prearranged groups should be locked out of the roulette to make sure that doesn't happen. as long as there is room for random selection it should still be a fair chance for new players to get in.
