Only way to "fix" the housing system is complete redesign the game's structure. I'm not talk about the system, but the actually 1's and 0's the frame work is built on.

Personally the system's flaws go far deeper than "is there a one or two large open on the server?". The system requests so much compromise on top of that. IF you had wanted say a Shirogane large but only Goblet large is left. A massive compromise because the system can't do any better. . . Even when there is some houses left I still find the system itself lacking in many ways. Beyond compromise of theme, compromise of plot location, and compromise of size, I find the system also costs creativity and features (where devs can't add special features and certain objects due to how it all works). The system itself, to it's very core- I personally do not like; although, I don't think it needs to be removed, just partnered with a more powerful instanced house system as well. Adding more wards to me is like smearing around the food on your plate that you didn't want to eat so your parents think you ate a lot of it, which only works if they're not paying attention xD.As a footnote, Omega is one of the high populated servers on the Chaos data centre; there are still large numbers of houses standing empty including some mediums, so the problem you are raising isn't a generalised one. I don't own a personal house any more myself (I chose to surrender it since I have decorating rights in my FC house) but I clicked on the placard outside the empty house next door to the FC and could have purchased it there and then. No bots, no unhappy campers anywhere to be seen
Not that to say I think fixing that is easy..... I imagine there is something exceptionally core to this problem that cannot be changed without possibly massive complications or (and) huge financial costs...... Which is why I tried to write a compromise concept of player owned airships. Very much a "between a rock and hard place that's on fire and full of spikes".
Though I agree yelling isn't the sexiest form of communication I still share sentiments and can easily commiserate with dislike towards the system.. but yeah anyway lol.

How I would like to see the Housing System overhauled is to have personal, individually owned housing become an instance house that is in a specific area, like outside the housing area but near its entrance or an instanced spot in Ward 1 at the entrance. Any house that can be visited with a yard that is not instanced would be FC only. You could visit a players instanced yard and house by using a search function or friends list. This would hopefully improve the likelihood of seeing a housing district that is not completely devoid of any PCs like it appears now. It would be an easy switch too, they just move individuals to an instanced system while FCs get the option to move to new consolidated districts. I would also upgrade the districts to allow for any size house on the plot as we wouldn't need as many districts. FCs with less than 4 people would be moved to the individual system and would address the "Workshop" FCs. I would also upgrade individual player housing to have workshops and instanced guest rooms as well.
I know this would cause some drama if implemented, but I believe it is one of many possible solutions to the situation.

If instanced housing is a on go. Why not a housing world? Our characters already move from world to world. They can't add more wards for server stability. But if the world only has wards the amount they could expand becomes way greater. Server reaches what they think it can safely hold, time to start a new server. Only two things that jump out at me right away are. The 1.0 left over system of retainers. The increase cost of running a couple servers. This game monetizes enough, I feel they should be able to afford more housing in some way.
The housing system is truly awful all around, but since everyone seems to agree on this more than almost any other single thing in the game and they haven't made more than the weakest attempts to fix it I assume it will never be properly addressed.
Would totally give up my house and apt if they finally decide to reset/revamp of current housing system. Think they should just kick everyone out refund everything and completely change the hoising system.
Non-instanced personal housing is a mistake imo. It should be FC only with the size of the house available for purchase matching the amount of people on said FC.
I know many will disagree, but seeing large houses owned by individuals while small houses are owned by FCs with 50+ people is a joke.
They are afraid of letting us access the glamor dresser outside of the guest house because of server bandwith concerns.
What does that tell you in regards to housing?
Right, it's not about what the DEVs want or not want, it's about their architecture not being able to cope.
Even Blizzard had A LOT of problems with Garrisons (essentially a personal instance for every player) so I fully understand SE's DEVs shying away from that "obvious solution".
I get that it is frustrating for people that would like a house and can't because none are available but unless SE does major upgrade server side, it won't change.
For the 9028347th time, you already have instanced housing, It's called an apartment. Apartments were added to help relieve some of the housing shortage. All I've seen people do is complain that it's not good enough. No wonder they don't care to fix it. Making threads being rude about it is probably not helping your case.
