Are the bard 'buffs' a Halloween prank?

Then the tooltip in game and the website are wrong, that's where the mistake come from.
I though it was weird to put the straight damage increase on Ballad since the raid burst has ended once you use it. But if it's actually in Minuet but texts are wrong, then it's better.
