You gotta remember, these are party-wide. 1% is a bump of one in every 100 attacks, yes, but in a 4-person party? That's 4 instances of 1:100. Effectively, this averages to 4:100, since all of those 100 skills per person are being used simultaneously (there is some skew based on skill/spell speed and the actual base states being affected, which would only make this MORE powerful, but that's a lot more practical math and it's late here). In an 8 person party, obviously, this becomes 8:100.
Effectively?
4-person = 1 in 25
8-person = 1 in 12.5
It's not that it just adds up in the sense of "over time," it also compounds based on the number of party members, themselves. And I think a statistically-guaranteed whole bonus critical's worth of numbers every 13 attacks ain't too shabby.
