    Maybe a better option would be to just go in the opposite direction here. Instead of a powerful mob spawning in the zone and anyone/everyone is able to get involved, why not make hunts a more personal thing? Maybe something players have to be proactive about. I might possibly enjoy hunting if I knew the spawn timer for any given mark was unique to me, that my actions alone determined spawn conditions, spawning a hunt mark that is only available to me. Similar to leve mobs. Other players can't even see them unless they're being engaged, and aren't able to participate even if they can see.

    Unfortunately, naturally, I can see this turning out much more boring, with mobs needing tuned for a solo encounter, for any job, at which point they'd be little more than standard overworld fare. Even tuning hunts to require a party, but still make it unique in this regard, would leave them significantly weaker than what we get. And, of course, part of the fun of hunts is the difficulty and unique attacks/behaviors, etc.

    So, in conclusion, end result of this suggestion is probably something much less satisfying, less rewarding, probably more complicated, difficult to implement. Would be easier to find some fix/adjustment for the current system, no doubt. But. It's an idea. A bad one. Idk. Tired. There's no easy fix. Still think it'd be somehow cool if I could decide what I wanted to hunt, and had to make the effort to hunt it myself. Maybe special condition leves...

    Pros:
    No more toxic behavior
    Hunt radar use wouldn't matter as there would no longer be any competition
    Players could experience and see a mark's mechanics
    Anyone would be able to hunt regardless of schedule

    2. Have an NPC sell hunt bills. Could use an existing currency or a new one and could have varying strengths with better rewards for a higher purchase price.

    ARR S rank (full party) -
    HW S rank -
    HW S rank (full party) -

    In addition to the previous advantages mentioned, the devs could have the currency acquired by any means they wanted. Could award some for being an AiN, could award some for completing old content, etc.

    In the end, what really matters is whether any adjustments conform to what the devs want hunts to be.
