As for the rest I'm really not sure how the PC player base is spread out in terms of machine spec. Most erryone I know is on some midrange quad core and a GTX1060 or higher (desktop). Don know too many laptop players but in the ones I do know it's likely the fact they're on WiFi. And to be fair I'm still very impressed with how well the PS4 runs any game. I think SE in particular has done very well with which graphical effects to implement/leave out. The only thing I see lacking comparing the two side by side is shadows, LOD and some lighting effects (lets ignore framerate since it's not even an issue in an MMO). And by lacking I mean lower resolution shadows, and it does not appear to use SSAO to the same level and really that's not a bad thing. FF14's implementation sucks.
Ffxiv is cpu intensive like all mmos, because of the number of player characters on screen at a time, especially in crowded areas. You can actually see your cpu utilization drop in low pop areas like your house, inn room, and spike in places with hunts, eureka, and limsa

That is less an engine limitation and more a needing to render a hundred or so characters. The total war games are also quite cpu intensive, also because of the number of characters on screen.
