Yes, please always use your DoT's on every class in general, it may look small but it builds up, especially when in WHM's case the application does damage. You'd generally want to weave your Assizes in between these applications and your lilies where possible.

To add to this, those instant cast dots are a really good thing to put on mobs while your tank is running from pack to pack. You can usually get 3 or 4 off (or more) before the tank stops and you can start Holy spamming.
