Sonic Break is a GCD weaponskill because Burst Strike is one as well.
GNB has a more strict rotation-based focus for its gameplay, similar to PLD.
Since Burst Strike is on the GCD and you are using it very regularly, it ends up offsetting your base combo rotation from the timers of your buff abilities like No Mercy, leaving you just slightly off with your rotation and timers. The GCD of Sonic Break helps fill and fix that gap of being "slightly off" to better align your rotation and timer-based buffs, making the GCD cadence of the job more consistent and flowing. If you remove that by making Sonic Break insta-cast, you create a situation where you will have to adjust to the "off" rotation and timers, resulting in either delayed GCDs, delayed buff activation or things just not lining up the way you would want them to.

Then you'd have to make room for another GCD per minute that desyncs you from the GF combo... There's no way you wouldn't be hitting that again at each duration's end (i.e. every 30 seconds).

No, that's the point. Moving from 12 GCDs per Gnashing Fang combo to 13 every other Gnashing Fang combo (unless you intend to simply overcap cartridges) would not make it easier to re-align. Its pairing with Burst Strike is perfectly fine at present as it matches our actual cartridge generation.

I was thinking more like Stormbite or Caustic Bite on Bard. You press it, DoT goes on, that's it.

I mean, that's what it does now, it just has a CD to it. Removing the CD on it means it becomes a high priority thing, above literally everything else as long as you can be sure you'll get the entire DoT duration out of it. As it stands now, it's essentially a dps cooldown that lines up nicely with No Mercy. Giving it no CD would either mean re-balancing it's damage to be lower than it currently is, or taking damage off of GNB's rotation elsewhere, because it would be a significant bump in damage just because of how strong a DoT is when it's able to run for full duration.

It's funny because in its current state, the only reason to use the regular combo would be to use the Charge combo. Burst Strike gives the mainline combo about 350 potency per, while SOnic is just 300 +90 first tick. A Gunbreaker spamming Sonic Break and using Bloodfest to cover the combo most of the time would probably only do about 6-8% less. Not an insignificant number, but still humorous.

If they made it into an ability, it might as well just get deleted or merged with bow shock. There's no need for two oGCD dots.
