They will only add wards and zones for about 30% of the server populations to get housing. That's what they're doing this time as well. This hasn't changed in the past 4+ years, and I don't see it changing in the future. It's a good design imo, it's just that the current plackard clicking is a stupid mechanic that needs to be changed.

Honestly I'm at the point I'd take a raffle over the current system. At least it would free up time to actually play the game and if you lose it's up to RNG, not rage inducing bad luck because someone else click spammed at just the right time.
