I can't help but remember the random solo duty against those werewolf people (who never show up again, as I recall) right before the Ala Mhigo dungeon. Maybe he was meant to go there.

The lupin Garlean soldiers (along with their leader Hakuro) encountered outside Ala Mhigo during Rhalgr's Beacon do show up again, they're actually Doman citizens who had been forcibly drafted into the Garlean army against their will which is why they drop the Empire like a sack of potatoes once you best them (because they realize you were telling them the truth all along about Hien's survival and Doma's liberation). They then show up in Doma, Hakuro becoming a major part of Hien's new government (he seems to be primarily associated with internal security and military matters).

Either way, Hakuro and the lupin just returned to Doma after Ala Mhigo was liberated and that is where they can be found from then on.

They are, especially Hakuro who during the SB patch scenario was normally found inside Hien's palace the Kienkan (numerous SB patch cutscenes inside there included him in them). I can't remember if you can enter the Kienkan at any time outside of the main scenario though.

Yeah you cant go in that building outside of the story quests that allow you too.. I've tried, though if you help rebuild Doma, one of the rebuild quests will involve a guard station and some lupin.

Eh, I highly doubt that since he was one of our fragments that willfully merged with us without having to involve a calamity. Also if you go to the Mol old Lady she makes a comment that our soul is brighter than it was the last time and I highly doubt it is due to the excess Aether that we absorbed. I mean we did burn all that off per Y'shtola, after we killed Emet-Selch with the axe of light. We definitely have Ardbert inside of us still.

Lupin are all over the place in Yanxia. There are NPCs at the Enclave and Namai (including one who was the focus of a sidequest chain) and there are aggressive ones in the southeast area.

They also got a story moment towards the end of Stormblood where you encounter a group of them (who are conscripted Garlean soldiers) near Ala Mhigo and get them to turn against the Garleans when they learn Doma has been liberated.
