We definitely could use a good gil drain, I'm all for it. Housing is like owning a real life mansion in Hollywood, only some people have access to it, the rest get apartments.

If we want to regulate housing because people might have to pay some gil for it we should regulate the MB as well. I bet that idea wont fly. The only reason people want regulated housing prices because it's a salve serving policy. Like I said apartments exist and if you really wanna house you gotta work for it.

I would prefer a lottery system.
Once a plot goes up for sale, it is up for say 3 days (displayed publicly) during which anyone can put down the full amount of gil for that plot. At the end of the 3 days, one lucky player is drawn and everyone else's money are returned. Plot price stops dropping the moment the first bid is put down.
And just to add: I would also strongly support the idea that all apartments are made to have the exact same parameters as a S plot, maybe with stairs going upards rather than down into a basement. In fact, create S/M/L apartments with the same interior parameters as S/M/L houses.

I think luck is superior to rich given a lucky person can actually beat a rich person. If it's down to money, I hope you're willing to buy gil because that's the only way you're getting a house.
With that said, one improvement would be a flat rate lottery system once a house gets demo'd. So instead of the silly timer nonsense where you could be waiting upwards of 20 hours, you pick up a ticket and after say, seven days. You're given a notice if you won the lot. If so, you can redeem the ticket for the cost of the house. If you don't within a certain amount of time, it goes back on the market and the process begins again.
I mean, they kind of have, albeit indirectly. I think housing took it too far, though. Everything else in the game can be worked towards as long as you're paying the subscription. Using gear as an example, being unable to get the best gear in the game because one is not good enough a raider, is not the same thing as being unable to get the best gear in the game because the game only allows N% of the server population to own that gear.
I feel housing should have 100% availability.

Auctions turn over housing to the handful of super rich players and flippers, locking the majority of players out of the market. Players who want a house but still can't get one (unless they resort to RMT to pay the flippers) will continue to be unhappy.
Lotteries turn housing over to the flippers who have multiple accounts with multiple characters per world, vastly improving their chances of winning. Players who want a house but still can't get one (unless they resort to RMT to pay the flippers) will continue to be unhappy.
Better solution - improve the housing system so all players who want a house or at least a large space to decorate can get it. That means focusing on instanced housing over expanding a ward system. Instanced housing can easily handle variable populations. Wards can't.
Housing will never be an effective gil sink if it's a one time purchase fee. Effective gil sinks are constantly draining gil from the world economies to offset the new gil that's being made and added to them. The only way to turn housing into an effective gil sink is to start charging a monthly gil fee to maintain ownership of a house, and that's something players will strongly object to.
Except it originally was supposed to be something expensive. The wards remained mostly empty as a result.
So SE changed their design intent and lowered the prices. The wards began rapidly filling up. When demand started outstripping supply, the flippers appeared to profit from the chaos.
Plenty of discussion has been going on in the housing subforum on whether or not that was a good thing in the long term. Some players want houses to be exclusive for prestige. Others feel they should be readily available to any player who wants one.
Ultimately, SE has to decide what type of housing system will be in the best interests of the game. All we can do is share our personal opinions about what would make housing a good system.
thats my point. All an auction system would do is makie housing completely innaccessible to the average person.
lotteries wouldn/t fix the problems either. nothing would change. if anything players would be even more angry having bought tickets for 10 or 15 different plots and lost every single one.... "oh ma gerd too much RNG!!!!"
I wholy agree the housing situation needs to be improved but i think if people are going to make suggestions they need to make suggestions that will actually improve the system..
people have said before (myself included) fix tenancy and shared ownerships. would doing this fix the housing system? no. But a decent working tenancy and shared ownership system would make sharing houses with friends more appealing to many and thus free up a decent number of plots for other players. resulting in a larger percentage of the player base having access to housing. not a fix, but a definite improvement..
other suggestions include banging workshops or allotments in appartment complexes. there's a lot of people out there with houses that sit basically empty and hardly used for no reason other than access to a garden plot or workshop. put these facilities in appartments and once again you could find more plots becoming available to more players again increasing the overall percentage of players with access to housing...
there's tons of ideas out there that would improve the situation. a lottery or auction style system simply wouldnt do anything but cause even more issues
