I'm not writing him off as dead just yet considering that we've seen people survive worse plus he could easily get some swift medical attention.
Though if he is, I'm hoping that Garlemald will be fully aware of Zenos being the perpetrator and that he doesn't somehow manage to shift the blame to Gaius/Estinien (Surely they'd have video surveillance in the imperial palace if their castrums scattered about regularly come equipped with it) for the sake of breeding even more animosity towards Eorzea.
