Honestly, if I was the rep I would assume you were attempting fraud as well. However, I do not think it is right that they didn't transfer you to a higher up. I work in a call centre and we have to immediately transfer the call if it is requested. Mainly because they are better equipped to handle belligerent customers and can put their foot down.

However, if you can explain it without being aggressive and rude I don't see why they wouldn't attempt to help you. I'm not sure you were nice though.

We don't really have the whole story though so meh.
Not saying anything on OP's case but just a personal story, I once made an international purchase through Amazon and my credit card was like "WOT? NO!". Had to explain to them I actually wanted to order from the other Amazon lol. Dark Souls pre-order w/ steel book somehow was cheaper to convert currency and ship to me across the ocean than it was to buy locally (ended up costing me like $45. . . which I was totally okay with xD).

I've read that too many purchases within a time frame can trigger reactions from CC sometimes too.

Don't they just "lock" your card from being able to be used and try to contact you/wait for you to contact them about it?

This has happened to me and I never received a refund for something I bought, just I couldn't use it until I contacted the provider about it. I live in Canada though so maybe its different.

Mine was over zealous and gave me the money back, I'm not sure if that was standard though. I think part of it was there was some international setting on my card preventing those sort of purchases, maybe that made my circumstance unique lol.

I had something similar happen when I bought Minecraft (back when the only way to get it was through Mojang's site). I had forgotten that the bank was explicitly told NOT to allow purchases made from foreign countries. Had to call the next day to allow the payment to go through.
