Yeah, at first I wanted Battle Voice to affect ourselves.
Then I realized it rarely ever comes back up when we naturally enter a burst phase anyway, unless there was a long transition beforehand and we get a re-opener upon the boss being target-able again. Battle Voice being usable on ourselves turns it into Embolden - a buff that RDMs are infamous for holding halfway into their opener instead of using it immediately for the benefit of the party, because they wanted to use it purely for their personal damage.
In a full uptime fight, since it has a 180 second cooldown, it becomes available again about halfway through a Mage's Ballad. Your party will shank you if you hold Battle Voice for ~40-50 seconds just to use it with your next Wanderer's Minuet.
If Foe Requiem comes back, its usage should really be based on our MP bar once again. I imagine it'd be altered so that instead of being a mindless DPS increase buff, it instead lowers the damage of every enemy in range - a concept that, to my knowledge, doesn't yet exist among other classes (Shadow Flare/Arm's Length slow is the closest comparison to this, and those straight up don't work on bosses. And I guess Shadow Flare doesn't exist anymore, given I haven't seen anyone use it in a long time).
