No he's not. For example:
He told us that Hydaelyn was summoned by "thankless fools" who "began to fear that Zodiark's might was too great".
However, we are told (by Hythlodaeus) that Hydaelyn was summoned by dissenters who believed that the Amaurotines had no right to kill off the life they would have nurtured in order to fuel Zodiark's "miracles".
Now, you could twist Emet-Selch's words into being "true from a certain point of view", but that still requires twisting and special pleading, and is certainly not "telling the truth straight up".
