The character has a rotation to go through and only real players are going to be wise enough to be weaving additional actions inbetween. Something can't be intentionally bad when the technology is limited to make it good to begin with, I mean this isn't one of the AI super computers that won a game of chess against a human player.

The squadrons are capable of skipping mechs because they are not always scaled correctly, unlike Trusts which are tailored specifically for the content they can be used in. Squads can learn trait buffs that puts them at a major advantage over the human player, example going in to the Vault with level synced gear and 10k hp while the AI is up at 25k with increased damage and literally mowing down most mobs/bosses. Besides Squadrons still have many more complaint threads/posts against them than Trusts, so clearly one is more reliable than the other hence it's an improvement on player experience.

Y'shtola has spells that do 34,000 damage (equivalent of what a BLM would be spamming). In addition, she has spells that do 5,000 damage. Decision: cast spells that do 5,000 damage.

    That's intentionally bad AI.

If you want to call it a "rotation" and "balanced for the dungeon" then the devs clearly took the wrong path somewhere.
