The gear design team and the raid design team are not the same. Cutting back on glamour would just mean that those in the gear design team would have less to do and more time to do it. And that money that isn't being spent on glamour cannot magically make people who are qualified to design fights appear. Yoshi-P has explained this before when he talks about not lacking money, but Square Enix lacking people who are qualified enough to design hard fights.

I would rather have a few well-designed fights than a cesspool of mediocre to bad fights, personally.

I find this hard to believe from anything labeled as final fantasy...they have been a staple in the rpg genre for years and they choose their biggest cash cow to skimp on the battle design team?

This is primarily due to how bustling the mobile market is in Japan. Most developers, especially with that level of skill, would prefer to dabble in the mobile industry than MMOs—which is often seen as a dying genre. Yoshida has outright acknowledged this being their biggest problem. His solution has been training developers into that role. For example, the Chocobo Racing developer recently shifted over to battle content after years of practice. Unfortunately, it takes a lot of time. As for the financial aspect. Think about it this way. Despite all these perceived flaws, FFXIV makes money hand over fist. SE doesn't exactly have a huge incentive to invest more money when they're already making tons.

Personally agree on the fights. Although I do know Yoshi said they're lacking Devs for that type of content, is it possible to fly over or commission people from other countries? They have translators after all and images are worth a lot to convey what you're thinking.

From my experience and observations, you don't normally let the juniors take a shot unless you're either fully certain of their skills or have a senior guiding them loosely with a philosophy (a formula), a feeling or an idea. Once they show you what they have on the table, it's usually the team's job to either accept, reject or add modifications. A concept shouldn't leave that design table if it's a mess.

Fresh blood for the sake of it can either be good or bad. I believe in this case to be a good thing to add.

Master chefs don't start at 5 star restaurants and I wouldn't blame any 5 star restaurant for not hiring someone fresh out of culinary school. Yes there are undoubtedly Maestro level coders, writers, modelers and designers out there who can do the job, but it's not like they're gonna do a job fair to find them. They have people they know can do the job and hiring someone without the creds to back up their claims would be a big gamble. They might be an asset, but they may also be a huge liability.
