Art of War needs to change

Scholars can cast all of their abilities from a distance like a true tactician until they use a skill ironically called Art of War. So their best strategy is to stand in the middle of mayhem and use a skill that does nothing to stop them or anyone else from being hit.

SCH used to have Blizzard II which functioned the same way as Art of War. Actually, Blizzard II has a 2.5s cast time.
