If Eclair_Xysha hasn't done CT yet, they could test out whether they can get the extra options now while their quest progression state is still "not cleared". (But they're going to want to clear it for story purposes anyway, so.)
(Something else to investigate, if you see this - what dialogue options do you currently have if you go talk to the Exarch now post-MSQ? Do you get the option to show him the minion?)

I already did it long time ago. lol

EDIT: We tested it. The option to see the "quest progression" IS there, but checking the box has no effect. The sequences is still the same as if you haven't played the CT (when you haven't done it of course). So there must be the flag they use in the normal quest progression.
Don't know if they changed that yesterday or if the people who said you can see it there weren't right. But now you can't without doing the tower. Sad for the people who haven't done it.

If they did change it, wouldn't they have let us known?
