That is unfortunate. They aren't going to convince me to to transfer if it still costs money. If they are looking to decongest servers it needs to be free in order to have enough incentive.While you can transfer your character from an Aether server to another server that is not Congested, it will no longer be free, since both your Current Server needs to be Congested and your Target Server needs to be New or Preferred, and there are currently no servers that are New or Preferred in NA.
They're not trying to convince you to transfer unless it's to a new world or from a congested world to a preferred world. Otherwise, you can stay where you are or pay money to transfer. They just won't let other people join you if your world is congested.
Very well then. I would have expected them to prefer a more even spread, but perhaps they don't mind the imbalance.

Inconveniently right on the day my friend's friend who'd been planning to join us on our server was finally able to get the game working after some download issues. Guess we're uh... gonna be world visiting them for now?

They can transfer later when the worlds are not congested or create an alt if they don't want to pay the transfer fee.
