There are servers where housing is readily available. You can always purchase someone's FC and inherit from the house attached to it aswell. There are options out there for people who are smart about how they spend their free time...

This "housing crisis" doesn't seem to affect the Japanese servers. As a result, there hasn't been any announcement regarding potential "relief".
