It sends the message that SE for the moment feels there is enough people on said server. The current lock is temporary until things settle down which they will.Login queue funneling? Yes. Absolute lockout of character creation? No, that only serves to create frustration for new players trying to play with their friends, and their friends who want to play with them. Does it really send a good message to new players to essentially punish them for not starting the game sooner?

So I have been playing on Adamantoise for a long time. My husband and I just got SHB, and I was excited to make a Viera dancer. But I can’t! And I can’t make one on a different world either, since you have to have a level 70 character in order to unlock the quest. This is extremely frustrating.

If you were making a new one you would have had to level something else to 60 first anyways... unlocks are per-character, not server. If you really want to make a new one, the buff from making a character on one of the preferred realms can get you to 60 in a few days. Making a new character you would be locked out of dancer until you leveled that character. Unlocks are per character not per server.So I have been playing on Adamantoise for a long time. Yes this is very true. I didn’t even think about it that way. (Pardon the tired mom brain. Have a new baby at home.) But still, no Viera for me. My husband suggested a race change, but my Mi’qote has been my main character from the beginning. Sighhhhhh.

As for being "roughly 10% less," if true, I'm not sure how that works out as Crystal has 3 preferred worlds, and all other worlds are standard aside from Balmung. Does Balmung really have that many active players? Either that, or there is actually not that big of a difference between congested and preferred populations, and Aether just so happens to have crossed the line for all of its worlds. So if a few people would move out of each Aether world, they could all be standard.

Levi - 12.4k
Are our biggest servers.
Sarg, Behemoth, Excalibur ~10k
Then we get to
Mateus (Standard) - 9.7k
Which has a higher active pop than every other congested server.
For comparison sake:
JP servers are considered congested at just over 6400 active as of the same time. (There are no standard servers above that number).
There are 6 EU servers over 10k population (Roughly half of those servers are above Mateus in population, and are standard, and half are 7100-9600 and preferred).
Note: since then, every listed server is up roughly 3200-3500 active players as per ffxiv census (though we wont have an accurate comparison until we get luckybancho's compiled stats for the first notable shadowbringers achievement, as its still tracking 4.1 as active).
Surprising nobody, the SIGNIFICANT difference in server numbers correspond with a SIGNIFICANT difference in what is considered too populated, and there is no correlation across regions with total or active population and congestion status (All but 1 JP server would be preferred and every EU and NA server would be congested if the distribution of congested/standard/preferred followed the distribution of population).

I guess that means they take into account the availability of servers. The more servers, the fewer number it takes to be labeled congested.
