From my understanding AST is quite plainly not in a good spot right now. I expect they'll get a bit of an overhaul in the coming balance patches, much like what SCH did back in SB.

It is more the expectation of the “must” from certain players

I personally would welcome healer dropping some dps skill, but equally I don’t mind if the healer is not casting dps spell as long as everyone is alive. There are many reasons for a healer choose not to dps, I play caution sometime when running DF in alliance raid.

Pretty much exactly this. A healer's primary job is to *heal*. That should not be surprising, not in the slightest. Healing should take top priority at all times. That isn't to say, however, that a healer should never DPS. If there isn't much healing needed, and you have plenty of MP to spare, *absolutely* do some DPS. I would welcome it.

That's the difference between a good healer and a great healer. A good healer will keep everyone alive. A great healer will keep everyone alive AND find the spare time and MP to throw a couple of DPS spells in every now and then.
