Because it's completely pointless. It won't appease the crowd who want them to be at similar height levels to Miqo'te, plus I don't see the justification for it other than recourse to rabbits. If SE wants to emphasise their "leporine" affinity they can better do so through their movement and facial customisation options... and I suppose the optional tuft of chest fur.
The only people it would appease are those who want them to follow an obscure (to the vast majority) element of rabbit physiology for the sake of it.
When the game's story becomes self-aware:
There's nothing to justify why au ra females are so much shorter than male au ra, but here we are. Do we really need to try and justify height at all?
I admit it would be interesting to see male viera at max height be shorter than female viera at max height since all the other races go by standard human biology when it comes to height - human males being taller than human females. Would be interesting to see a race that strayed away just a little bit from normal human biology. Yeah, it's pointless, but idk, I don't think there needs to be a point. I wouldn't be upset if the males were taller than the females or the same height. However, some races are just different in this game with different biology, and I think it would be an interesting difference to see.

The Xaela seem to be based Mongolian tribes where the females are/were about 4'8-5'2, the Raen seem to be based on ancient Japan lifestyle, females there are also small and around the same height. It's not that the females are small. It's the fact the males are disgustingly tall. They have zero reason to be that tall.
Yes, to that point, they made Yugiri way before male Au ra existed. Moreover, as you point it out, Au ra were made to reflect Mongolia/Japan respectively yet they decided to make their males 7 feet? The issue with Au ra isn't so much the women, it's the men. Ultimately they already started working on next expansion supposedly so any input as to how the races should look are probably not being considered anymore.
