I don't think it's a bug but definitely something that was overlooked by the devs, could be worth reporting it to make them look consistent. It's a good find though!

Yes,exactly as you said. Thaliak and Menphina has been switched in Job Action and AST's animation. I'm not sure can it be called a bug, but I think it should be known.
