Only for EU. For NA, servers just got shuffled into the new data center.
I do agree that it'll likely die down in a few days. I also agree that it's probably more limited than it may have been previously, to prevent the problems of previous launches. And, while it's understandable to not want to dedicate resources to alleviating this temporary problem if the stable population is considerably less, it does remain sensible to have servers that are reasonably open in each region. Even at this hour, late night Eastern, late evening Pacific, there's only 4 such worlds available on Crystal.
The new data center is great. Shuffling servers, maybe the limiting capacity, it's all gone pretty well, this launch has been remarkably smooth. But they do also kinda need some new player capacity during an expansion launch like this. And while "try during dead hours" might work for some, it can also be expected that for others, it will mean not finding any opportunity to get into the game if they aren't available during those hours.
