Regarding Character Creation on Congested Worlds

So up to this point I was led to believe that any characters created on a world after the first one didn't contribute to the over all world population because, for obvious reasons, you can only be online with one character at a time. Well I found out this morning that apparently is not the case since I couldn't create a new alt because Cactuar is full.

Those two things are not directly connected.
If a world is declared Congested you cannot create characters on it. Period. If the character would contribute to the overall population or not doesn't matter.
No new characters are allowed on Congested worlds. No exceptions.

The problem is when I checked about an hour ago ALL NA worlds are not accepting new characters. Makes things rough for current players but much worse New NA Players just joining the game find an impossible situation. (Caveat being I have not checked the Euro servers or Japanese ones)

If an alt doesn't contribute to the congestion of a world then what's the point of denying those of us already on said world from creating another one?

To make the rules simple to understand for one thing. Also to prevent people from doing sneaky stuff like creating an alt on a congested server and then transferring their old character to some other world.

Or perhaps the devs were just lazy and thought it was too much work to add an exception for alts.

I would say it seems to more of the latter and less of the former, but since we aren't allowed to criticize on here I'll just leave it at that.
