I have mixed feelings about FFXIII-2. Even though I got platinum trophy in FFXIII on PS3, I had a number of complaints with the game. Apparently a number of those complaints have been addressed in FFXIII-2, but I don't have a 360 or a PS3 anymore, so I won't be able to play it. I don't know if I'd want to, even if I still had a console. I've been a FF fan since 1990, but after FFXIV (which I used to like, but don't care much for anymore) and FFXIII (which I really tried to like), I just don't care anymore. FF died in all but its name when Sakaguchi left. That's my incredibly subjective opinion, but I stand by it. Some places may have given FFXIII-2 perfect scores, but will it receive the amount of perfect scores Skyrim did? I doubt it. The consensus is the important thing. If you had your own magazine, you could rate FFXIII-2 perfectly, but that doesn't mean dick if the rest of the world rates it a 5/10. The consensus is that Skyrim is a great game, which most people agree with, but I don't see FFXIII-2 reaching that same (nearly) universal consensus.
