Yeah, that's what I was thinking, especially since their society is centered around their queen. That said, some of the last names in the random generator were based on names that sounded masculine to me (although I guess there are usually feminine versions that are similar).
Couldn't figure out the Viera names myself either, only quickly scanned over them though. They seem all over the place, with some 4 letter names but also way longer names.
Hrothgar's are pretty much any serbian/croat names, only difference being is that the Helion's have an A-prefix and a feminine slavic name, and the Lost have -asch/-isch(like RL's counterpart -ic/-ich) suffix to a shortened feminine name. I'm guessing here, but the Helion's last name is basically "of -royal bloodline-" and the Lost are "child of -mother-". Most likely why there's a lot more random surnames for the Lost, think there is probably established royal bloodlines for the Helion's.
I can't really pinpoint anything for the Viera. They have some old norse and some hebrew, so it doesn't feel consistent? Guess we'll see when we get an official naming convention.

Muscadet and Eryut(presumably an intentional misspelling of Eruyt, Fran's village) are references to Ivalice, which makes it seem like Viera surnames are just their home village. There's basically no information about either region beyond that going into Viera territory without a guide will get you shot, so it's pretty much complete freedom unless you want to reference the Ivalice games.
I wish they would drop something for us. Also wouldn't it be better to not use NPCs for naming references? Technically the only Viera we see is Fran, every other one so far is a Viis and their names might not be a representation on how Vieras are named in the Source. Same goes for Hrothgar and Ronso.
I'd love to see full naming conventions for all the races in the First though. Especially Miqo'te/Mystel and Roegadyn/Galdjent.
