The only one starting drama here is you, because you feel the need to take fHrothgar hostage any time you feel mViera is under fire.
You and anyone else know nowhere near enough of both races' lore to be making assumptions like this. We only know that Hrothgar have a queen, and no idea about any other females of the species. As far as we know, this could even be a Galka situation, where the race reproduces in a completely different way than the others, and there's only one queen/female alive at a time.
