That's because they delayed the change from end March to end April/early May due to a 'game-breaking bug', then never actually applied the change. In fact, after the update saying they would 'delay' the change, we haven't received any more information regarding it.
I see. I still boot my game through steam though out of habit. I wonder what kind of "game-breaking bug" that was. Either way I don't understand what's the idea behind that move, since I'm assuming nobody was having any issues with booting the game/login as is.
I also played ESO through Steam and never had any issues, but I've seen people that did on reddits and stuff. I think the reason why you need to have steam's servers up all the time for ESO is because the game has an in-game cash shop that requires steam overlay to make purchases though, so the comunication between the two hosts needs to be up at all times. Since XIV doesn't have anything that requires steam interaction to that extent, I don't think it'll be going to behave the same way. But I might be wrong, as I'm not really that well informed on how those things work.
