I don't think you understand what you're talking about. Bringing bad sectors to the same level of detail as the rest of the environment has a negligible effect on processing. The major reason they had to do things like this was because of 32bit OS memory limitations, not because CPUs will explode if they remove bad textures from the game.
Look at any modern 3D video game from the last 10 years and you'll see the same thing across the board: anything that isn't directly interactable in the environment or extreme background like your image is low polly or just a simple flat image. This so the dev team doesn't have to waste time with extra work and like I said, to not put a strain on some systems. Just because your CPU/GPU might not explode from the extra burden of needless textures doesn't mean other's won't.
