We see only one Ruin IV proc in that entire fight. And it seems to happen only after the SMN uses an Egi Assault ability. Then the SMN doesn't use any Egi Assault abilities for the rest of the fight and we see no Ruin IV procs.

I think it's safe to say something did change from the Media Tour build to the E3 build with Ruin IV procs, but until the game lands, it's hard to say if it is a bug or if it is on purpose.
