

This happens because theres people queuing for the first three for mog tomes. not as many people are unequiping as you think.Why you ask Square-Enix community representative?
1. Because in NA/EU Datacenters people un-equip gear to decrease their item level so that they can then re-equip their i400 gear to breeze through the duty.
2. This creates a duty finder roulette problem, specially for alliance raid roulette. This means Heavensward and Stormblood 24 man raids are almost guaranteed to rarely, if ever appear. In dungeons this may not matter but 24 man raids require 24 people. You have people waiting for Dun Scaith or Void ark for 40+ minutes because of this oversight.
This loophole should be closed sometime during Shadowbringers. If people queu up with ilevel 80 then they should struggle through the duty with that ilevel.
This solution still allows those that want to force low level rouletes (but keeps them at that low ilevel) and gives the other Alliance Raid duties a chance to actually appear for those that need it.
