In theory, if SE wants to say increase outgoing damage so healesr need to spend more gcds healing, I'm fine with that. But I think trimming down healer dps actions to this degree is a mistake. Buuuuuuuut.....

A. This requires them to actually make pure healing consistently needed AND engaging on its own in terms of gamplay.
B. These changes likely would not easiliy be applied back to old content, making old dungeons/raids all the more dull for healers.
C. Healers still need to be able to dps when doing quests and solo instances, and stripping away the number of buttons they have will make it more dull like those quests where you take control of npcs with 4 buttons. There's more than just group content to consider here.
