I find it hard to believe they would be developing such an effort-intensive new feature (which would require altering and checking every pants model in the game) over adding more elements to faces, especially when it has clearly restricted what they can do with the new character designs.
Fortunately, there is some truth to what he said. Though, he should be more specific, lol. In the 2017 Live Letter in Frankfurt, Yoshi was asked about adding a butt customization slider in the game. He replied “Do you guys really want a butt slider?” There were cheers to do so. So after those cheers, he said “The textures might end up spread out…Well, the NA and EU players seem to really care about the butt slider, at least, so I’ll talk to the graphics team and see what’s possible.”.As Rosentretter said, please give a specific source for this.

This doesn’t necessarily confirm anything. All it means is that Yoshida has talked to the graphics team about it, and there’s a 50/50 chance of it being implemented in the game. This was 2017. We are in 2019 now. I’m sure they’ve had plenty of time to work on that and give more details about the matter.
Maybe Yoshida will announce a buttocks/glute slider in the live letter at E3. All we know is that majority of the live letter will be about crafting and gathering.
Nothing was confirmed. All Yoshida said was that he would talk to the graphics team about what’s “possible.” Yoshida is a good man, so I’m sure he has been working on it. He may even address it in the next live letter.

The real question is why are we wasting that Neir Automa guys time with making crappy 24 mans when he could be the one to remake our old character models and give all of our old races that great butt he can make.

It's been two years since Yoshida said he'd check whether it was even possible to do it. If they haven't announced anything or talked about it since, then it is quite possible they said no. (Or he never wanted to say yes in the first place, so he gave a very polite and non-commital no.)
Additionally, since then we've had the issue with Viera and Hrothgar, and the recent "letter from the producer" explaining that they have to balance the amount of character models with the amount of gear and testing that is required of them. So it seems even more unlikely that they would undertake this additional work.
Also, on this particular sentence...
