I imagine it is because of the low clear rate overall.
Why bother designing new weapons for an old fight that the vast majority of players will never possess?

It's really bad to think like that, in general.

Ultimate is specifically designed for the 1%. It's made for the hardcore raiders. Yoshida explicitly stated this. It's not designed for the entire playerbase. For what it was designed for, it fulfilled its purpose, and brought this game far more publicity on sites like Twitch than anything else has. It's probably the biggest success this expansion has had.
I'm extremely disappointed that the Ultimates won't have DNC and GNB weapons. I urge the developers to reconsider this decision.

by this logic then why add ultimate? why add new pvp content? if they have the effort to add 1-60 weapons that people will throw in the trash like they did with sam/rdm, they have enough time to add 2 glowing skins.
also this makes newer players who main gun/dnc reason to go back and seek out harder content.
There's a difference between adding new models for fights that will no longer be relevant, and adding two fights that are relevant for an entire expansion.by this logic then why add ultimate? why add new pvp content? if they have the effort to add 1-60 weapons that people will throw in the trash like they did with sam/rdm, they have enough time to add 2 glowing skins.

I doubt many people would go back to 70 content. Not to mention, there will be new Ultimates in ShB.
I'm not even against them adding them, I was just giving a possible reason why lol

The Ultimates won't allow for unsyncing, and I think there probably are players that will go back for reclears or to clear the one they never had time for (like myself - I cannot find the time to get an UCoB clear before 5.0 drops while also doing UwU reclears and static trials, but I want to go back and get my clear afterwards). The new Ultimates probably won't come until a later patch, so after people finish up with Savage, it would be something for them to do before the next Ultimate comes out or the next tier - whichever is planned to be released first. There's a difference between adding new models for fights that will no longer be relevant, and adding two fights that are relevant for an entire expansion.

Even so, some of us have been saving/planning to obtain tokens to get DNC/GNB weapons.

One of the reasons the clear rate is lower is the replayability and the lack of incentive to help new players. I have the skill and drive to clear ultimate, but I need 7 other players. The more reason to give veterans to replay the content helps players still trying to clear. It also makes the content not die. By not doing this is poor decision-making and absolute laziness. There is no excuse. Not to mention that if the game allows a particular job, the game should provide a weapon for that job. It gives a sense of accomplishment. Why only give most jobs this value but not others. We pay for it.
No excuse to not have a weapon. None. Stop supporting the directors laziness. We pay a sub. We have the right to demand what we are paying for.
