You would still have grade 1, 2, and 3 materia, thus it wouldn't affect relics.

However, you bring up a good point about their effect on lower level crafters. Each materia grade should scale. Perhaps each grade represents an expansions gear level.
Grade 1= ARR
Grade 2 = Heavensward
Grade 3 = Stormblood
Grade 4 = Shadowbringers
