You can fix that buy copy pasting the files from the folder you extracted the zip to to a new folder. For some people the permissions of wherever it's extracted to are broken. Moving it fixes it, and extracting it somewhere else -can- fix it, but won't always.

Unfortunately for me at least that process doesnt work either, Windows 10 will not let turn off the read only function.
