They don't have the time to make new models, rig them, hire voice actors to make the voice queues needed, and then test the new models in game to make sure the meshes and textures don't randomly break when set against random conditions before E3. They didn't even have time to rig helms to the Viera and Hrothgar till the asset team took time out of their PERSONAL schedule to do it, which if you know anything about the video game industry and the average Japanese work week makes you wonder how any of them even slept during this time period.
Suffice to say it's not happening. It might happen /later/, but what you want would literally take a display of legitimate magic to come true as it's beyond the bounds of what's humanely possible within the timeframe set.

They can't just magic up the genders, even if all the issues and problems preventing them vanished right now, they'd still need to make them and given the work involved would likely not attempt it during an expac so 6.0 would be the earliest under fantasy expectations.
Looking at the number of hairstyles Hrothgar currently have, I highly doubt they have the time to implement an entire new gender for two races when they didn't have time to make more than 2 hairstyles per face.
