...which would be set by you if you'd put up a PF yourself...? You can even wave the ilvl-requirement if you enter content with a full party, so the only requirements would be to have the content and unlocked and the appropriate level for it?
Getting into endgame-raiding this late in the expansion is difficult, but that shouldnt come as a surprise. For any non Savage (or Ultimate) duty, adjusting your language settings, considering a transfer to another datacenter that might match your playtimes better and/or setting up PFs (you can always mention your first time bonus) aswell as looking for like minded people (aka: FC and/or linkshells) to play with in the future should be the way to go.
To be fair to op, I tried to get a returner through normal Sigmascape 1.0 at around 10AM (east coast) this morning, and the queue took around 40 minutes. We were about to quit when it popped.
I've repeatedly tried to run Alphascapes for glamour recently and I experience similarly long wait times. Nothing impossible, but I understand the frustration.




Unfortunately, you've hit the roughest part of the lull. With Shadowbringers only a month away, many people have quit until it releases. I'm usually someone who plays anywhere from 5-10 hours a day but I've gone in spurts of not even logging in lately. And I very seldom run roulettes. The queues will bounce back soon enough.
Of course, if you attempted to queue for Savage content via raid finder. That isn't going to pop ever. Delta and Sigma Savage are basically dead content outside unlocking Ultimate from the last fight. You're on a JP dataceneter so Alpha may pop but I imagine party finder has more success.

I'm not really sure why you'd be trying to get into raiding when the new expansion is a month away. It's pretty common knowledge across all MMO's that trying to get into a static raid group at the tail end of a expansion isn't exactly the best idea since a lot of people are waiting to resub for Shadowbringers.
I ticked all the languages in Duty Roulette, and I have been able to queue each of the Deltascape under 10min.
In comparison, I sometimes had to queue for 4h for Trials on the MSQ using English only.
Probably, the best advise I ever received for FF14, thanks for that.

The base game was free with Amazon Prime, and the expansion was on sales on SE shop. Quite a good timing to give FF14 a go.
Also as SB was released a while back, all the crafted gear is affordable. I have little time to grind, so it was a blessing.

Maybe I missed where it was addressed in the thread, but are you talking about the normal mode raids or Savage?
You shouldn't have a problem getting into normal mode raids via Duty Finder - queues may be a bit slower compared to other content, but you don't need to be in a raiding FC or make a party finder for it, really. If you're discussing Savage, no one runs Deltascape Savage anymore because it's an old tier that's going on 2 years old at this point. Older tiers are far harder to get into compared to the newer tiers. Some people on NA still do Deltascape and Sigmascape Savage for gear if they're doing the Ultimate fights, but that's about it. There's no other reason to do them now short of glamour because the gear is obsolete (and people will probably wait on the glamour/mounts until 5.0 when you can just unsync them at level 80).

I think these deals (sales, free game codes etc.) are a good way to bring more people and have them on equal grounds for the 5.0 release. Each time I log in, I'm told my world is full but there not much high level activities going on. There's a lot of people new to the game (or alts) leveling up, and all my roulettes proc old MSQ content.
I understand the frustration if you are into high end raids, but there will be a wave of activity come 28 June. July / August will be busy months on FFXIV.
Meanwhile, the game is in a lull, it's like that before each expansion.
