With the way the current system is, it won't work in the long run. You could add more housing, you could double the amount of wards, triple the amount of plots, but it will all get bought up in the end, and then you're back to square one with more clicking for those looking for a house. When you have a finite resource, there comes a point when that resource runs out, especially high in demand.
You would have to do instanced housing for truly best results, but then that would isolate people. Something I imagine they don't want which is why they have the neighborhood in the first place.

Wild Star was bar none the best housing but SWtOR was not bad either. They had big market board-type things in each hub like Tatooine, etc,. where people could put their name up and check off allowances for visitation, etc. Accessing these hubs was insta-transport to the person's place. The only way I get visitors now is if they come via invite anyway so it wouldn't be any more isolating, in fact, would make it easier for strangers to access instantly if you were on the board and accepting invites. Even so, that would require redoing the entire housing system. I'm not saying it's impossible, but anyone with a house would likely lose it for such a new system.Wild Star was bar none the best housing but SWtOR was not bad either. They could alternatively make it an auction system instead.
Start the house off at the starting price and then increase it with either a fixed gil, or make people type in the numbers they want to bid at...something like that (The latter would make botting for it almost impossible) Let the gil decide. Except, unlike before, the amount of gil being used goes back to the system, and should the house be demolished/removed, you earn the amount of the base land, not how much you bid on it.
This would help drain the economy of excess gil, and encourage those who don't yet have a house to be on more to earn more gil to buy the house.
The auction could have a set timer when it ends, or it could end randomly like the current system does.
Randomly would be VERY annoying true, but sniping it at the last second via what people on ebay do would be much harder.
Regardless, in the short run they could just flat out add more which would help with availability, but as I've said, they're going to get snatched up. If you want a large on Jenova, good luck.
They don't have to completely redo everything.
All they need to do is stop adding new wards (leaving the existing wards intact for those who want to compete for those houses) and start focusing on a better instanced housing system where every character and every FC could get a house. They've already got the basis for instanced housing in apartments. There's a common lobby people walk into before accessing the menu to choose the room they want to visit. Change the lobby into a ward layout, then the placards at each plot become the menu to select the house you want to visit.
Except people don't want an apartment, they want a house. They don't even want to discuss making apartments better. it's all instances houses because other MMOs did it. Interior of a house is easier because it's designed around an blank space. Exterior you need to add environments, weather, day/night cycles, size. They don't have to completely redo everything.

I wasn't talking about apartments. I was talking about how an instanced house system could be set up in a similar fashion to how we already enter apartments.Except people don't want an apartment, they want a house. There are players who have discussed getting better apartments. They don't care about an outside area to decorate or gardening. All they want is more interior space to decorate.
Just because you don't want something doesn't mean others don't want it.
I want a community to walk around in and meet my neighbors. Instanced housing isn't what I want. I want a community, not somewhere that I can hide and decorate. I want to share my decorations with people. This isn't a single player game.
Not sure how instanced housing means you can't share what you do with other players. Instanced housing doesn't mean all houses are locked and cannot be unlocked.
It also doesn't mean we can't have neighbourhoods. If we had a system in which a player or a fc could buy an instanced plot of land where many houses could be built, we could still have neighbourhoods. You could even connect various neighbourhoods together with aethryte shards to form bigger neighbourhoods.
There are a lot of very positive possibilities with instanced housing. It doesn't have to mean a single house cut off from everyone that only you can visit.
